Election 2020 – El Paso County Commissioner Survey Responses

As Election Day approaches and many mail-in ballots have already arrived at Coloradans’ doorsteps, We wanted to be help our educate bike riders to help them make informed decisions about who they are voting for in local, county and statewide contests.

Last week, Bike Colorado Springs sent a candidate questionnaire to every person running for El Paso County Commissioner. we realize this is late in the election cycle but believe that the questions presented are important to educate residents on the position of candidates for these positions.


County commissioner seats up for election this cycle are:
District 2
– East Colorado Springs, Cimarron Hills, Falcon, Calhan, to North eastern edge
District 3 – Colorado Springs West of I25, Downtown COS, Broadmoor, Monument, Palmer Lake
District 4 – SE Colorado Springs, Fountain, East To Rush

The questionnaire Bike Colorado Springs sent was heavily based on the questionnaire sent by Bicycle Colorado to our state’s legislative candidates. Below you will find a listing of the candidates running by district and whether we recieved a response. A copy of all of the questions as they were included in the survey is available here

We will be updating this page if any additional candidates respond to our survey before the election.

As a fiscally sponsored fund of the Trails and Open Space Coalition (TOSC) a 501(c)(3) organization, Bike Colorado Springs is unable to endorse or donate to candidates running for office. The responses below do not serve as an endorsement of any kind, but are intended to give you an informed look at who seeks to represent you on the El Paso County Board of Commissioners when it comes to bicycling and roadway safety issues.

Election Information

As of Monday October 12th many Colorado Springs residents have already recieved their ballots. As a reminder, all registered Colorado voters are mailed a ballot; ballots were mailed to registered voters on Friday, October 9th. If you are registered and have not recieved your ballot yet, check the progress of your ballot here. If you are registered in El Paso County and do not receive a ballot by Friday, October 16th contact the El Paso County Clerk and Recorders Office check here for other county election offices.

The deadline to register and receive a mail in ballot is October 26. That deadline allows time for processing and mailing your ballot. You can register to vote or update your registration prior to that deadline online at ​www.govotecolorado.gov.

After the deadline, you can still register to vote and you also can update your registration and receive your ballot. Both may be done at one of our Voter Service & Polling Centers through Election Day.

Do you support expanding automated enforcement on Colorado roadways?

Generally speaking, I am in favor of anything that heightens safety/reduces crashes on our roads. However, automated enforcement technologies such as “red light cameras” can be only as effective as the penalty assessed for safety violations; i.e., whether it will appear on your driving record. Colorado’s abundant outdoor activity options are central to its beloved quality of life, too. I support making Colorado as well known for its enforcement technologies as it is for its incredible outdoors.

Where do you stand on reducing distracted driving and cell phone use behind the wheel through proactive funding for safe infrastructure projects?

I00 % in support of such efforts.

Do you commit to supporting policies that increase opportunities for Coloradans to bike, walk, and take transit and those with the purpose of reducing vehicle miles traveled?

Yes!

Will you support increased funding for infrastructure for walking, biking, and transit?

Yes!

Do you support local or county wide adoption of the Colorado Safety Stop?

El Paso County is home to the USOPC and Colorado Springs is redeveloping its downtown with the new USOPC museum as a central element. County wide adoption of the Colorado Safety Stop best signals our community’s tangible support for those who recreate and train on bicycles.

Not beyond current usage areas.

 

Where do you stand on reducing distracted driving and cell phone use behind the wheel through proactive funding for safe infrastructure projects?

I need to know what the infrastructure projects are. Driver education and public service messaging would be my first choices for changing driver behavior.

 

Do you commit to supporting policies that increase opportunities for Coloradans to bike, walk, and take transit and those with the purpose of reducing vehicle miles traveled?

For many western cities there is too much sprawl to make alternatives to personal vehicles an attractive alternative. Colorado’s wide range of weather makes walking and biking a risky choice. Walking and biking would be seasonal.

 

Will you support increased funding for infrastructure for walking, biking, and transit?

I think public transit makes sense. Impairing road traffic volume to allow for expanding bike lanes would be a poor use of roads based on the previously mentioned issues of seasonal use and bad weather. Wouldn’t snowplows shove sand and snow into the bike lanes?

 

Do you support local or county wide adoption of the Colorado Safety Stop?

At face value this seems sensible but I’d need to know more.

Commuting/urban biking, Gravel, Road

 

Do you support expanding automated enforcement on Colorado roadways?

Public Safety has been and remains one of my top two priorities. This issue has not been presented at the county level, but I would look at all information regarding the pro/con research to make an informed decision. Please send me the research so that I can review.

 

Where do you stand on reducing distracted driving and cell phone use behind the wheel through proactive funding for safe infrastructure projects?

Distracted driving remains a serious traffic concern and I would continue to encourage public service announcements and education, particularly for our younger drivers. I have prioritized funding for county roads and infrastructure maintenance & upgrades in each of my 4 years in office and will continue to do so.

 

Do you commit to supporting policies that increase opportunities for Coloradans to bike, walk, and take transit and those with the purpose of reducing vehicle miles traveled?

I have advocated for the long term connecting of city and community bike paths/trails and smartly utilizing funds to ensure safety of all our commuters, whether they are vehicle, bike or public transit, etc. As someone who bikes in SE Colorado Springs, I have seen how many of the paths are disconnected and encourage a long term plan to complete their connections. My support for those efforts do not have the specific purpose for reducing vehicle usage, which is a personal choice.

 

Will you support increased funding for infrastructure for walking, biking, and transit?

I have supported increased funding for our county roads and infrastructure every year, and encourage that, where possible, it integrate safety enhancements for drivers, ADA considerations, pedestrians, bikers and transit services/vehicles. I have utilized many local pedestrian and bike trails which are disconnected and have been an advocate for their long term connecting as a safety improvement.

 

Do you support local or county wide adoption of the Colorado Safety Stop?

Unfortunately, this policy has not been provided/presented to the county, nor have I have been provided a copy of Colorado Safety Stop so I am unable to provide specific comments at this time.
