Colorado Springs Parks Board Recommends E-Bike Policy to City Council

The Colorado Springs Parks Advisory Board voted 4-3 on November 14, 2024 to recommend changes to city code regarding electric-assisted bicycles (e-bikes). This proposed ordinance, now headed to City Council for approval, aims to define and regulate e-bike usage across city parks and trails.

Key Points of the Proposed Policy:

  • Class 1 e-bikes: Permitted on all trails, including regional park and open space trails.
  • Class 1, 2, and 3 e-bikes: Allowed on urban and regional trails.
  • Definitions: Urban and Open Space Trails will be clearly defined

The motion, passed by a vote of 4 to 3, recommends to City Council the approval of an ordinance amending the Code of Colorado Springs 2001 that pertains to the definition of electric-assisted bicycles that would define class 1, class 2 and class 3 electric-assisted bicycles as non-motorized use.

Current rules to keep in mind

Non-classified e-bikes & Electric Motorcycles not allowed and will not be allowed on any Colorado Springs trails under the proposed ordinance. Devices that can exceed 20mph using a throttle are not and are not proposed to be allowed on the parks trail network.

Increased Education, Enforcement, Clear Definitions and Signage needed

If this policy is implemented Bike Colorado Springs requests that it be accompanied by  education, enforcement, clear definitions and signage to ensure a safe and enjoyable experience for all park users. By providing clear guidelines and enforcing them consistently, the city can minimize conflicts and promote responsible use by all trail users.

Low Speed transportation network needs to be viewed holistically

Bike COS recommends that the city view and treat our low speed transportation network, which includes urban trails, on-street bike facilities and sidewalks, as critical transportation infrastructure. This network of on street and off street facilities needs to connect seamlessly and be maintained at the same level as any other piece of our transportation network.
