2025 City Council Candidate Survey: Where Do They Stand on Biking and Transportation?

At Bike Colorado Springs, we believe in making bicycling safer, more accessible, and more enjoyable for everyone in the Pikes Peak region. For the past six years, we’ve surveyed City Council candidates to help voters understand where they stand on transportation, biking, and roadway safety.

With ballots mailed out on March 7th and Election Day on April 1st, it’s time to make your voice heard! Below, you’ll find responses from the 2025 City Council candidates to our survey. We’ve also included information to help you find your district and learn more about the issues that matter to you.

Why This Matters

Colorado Springs is known for its stunning scenery, thriving economy, and small-town charm. At Bike Colorado Springs, we envision a city where riding a bicycle is safe and convenient for everyone—whether for recreation, commuting, or running errands. We believe that biking should be a top choice for transportation, and that the benefits of active transportation should be accessible to all members of our community.

By sharing these candidate responses, we hope to empower you to make an informed decision when filling out your ballot this year. Together, we can build a safer, more connected, and more bike-friendly Colorado Springs.

What We Asked the Candidates

We sent each candidate a questionnaire to better understand their positions on key issues like roadway safety, active transportation, and the future of Colorado Springs’ trails and infrastructure. Here’s what we asked:

Question 1: Active Transportation Support
How will you support policies and infrastructure improvements that make biking, walking, micro-mobility (e-scooters, e-skateboards, etc.), and public transit safe, accessible, and convenient for all Colorado Springs residents, including those who rely on these modes for daily transportation?

Question 2: Trail Safety and Homelessness
Our off-street urban trail network is a vital transportation resource, but its use is impacted by broader challenges, including homelessness and a lack of housing or support services. How will you work to ensure the trails are safe and accessible for all users, while also addressing the root causes of homelessness in our community?

Question 3: Parks Master Plan
The upcoming parks master planning process will shape the future of our urban trails. Do you view urban trails as essential transportation infrastructure, and how will you ensure they are integrated into the city’s broader transportation and mobility plans?

Question 4: Vision Zero
Colorado Springs has experienced a troubling rise in traffic fatalities in recent years, with vulnerable road users like pedestrians and cyclists disproportionately affected. Would you support the implementation of a Vision Zero Policy in Colorado Springs, which aims to eliminate all traffic fatalities and severe injuries while prioritizing safe, equitable mobility for all road users? If so, what specific actions would you take to address the root causes of these fatalities, such as speeding, unsafe road designs, and lack of infrastructure for pedestrians and cyclists?

Question 5: CTAB (Citizens’ Transportation Advisory Board)
The Citizens’ Transportation Advisory Board (CTAB) plays a key role in informing City Council on the intricacies of transportation policy. What is your vision for the future of this board, and how would you ensure it effectively represents the needs of all residents, including those who rely on active transportation?
